December 22, 1998 Special Meeting
Members present:
Chairman Richard Dinkin, Vice-Chairman Bill Delaney, Joanne

Sullivan, Peter Thomas. Also present: City Planner Tina Cassidy,
City Engineer Frank Killilea.
Chairman Dinkin calls the special meeting of the Planning Board into session at 8:05
p.n~ He ash Cassidy to update the Board.
Cassidy explains that there are two ANR plans for the Board to consider this evening.
1. 486 Essex Street / Christooher and Elizabeth Ne~rotti
Cassidy explains that this is the same ANR the Board initially reviewed at the regular
Decembe~ meeting. In December, members declined to endorse the AN'R because the
plan showed wetlands across the frontage of the proposed new lot, casting doubt as to
whether access could be obtained over the lot's frontage. Since the regular December
meeting, staff has discussed the plan with the owners and their engineer. The wetlands
are in fact present on the site but are in the hack of the lot, not affecting the lot's ~ontage
on Essex Street. With this clarification, Cassidy recommends that the plan be endorsed.
Dinkin asks if the plan meets the Board's requirements for ANR plans. Cassidy states
that it does.
Delaney:
motion to endorse the ANR plan for 486 Essex Street as one not requiring
approval under the Subdivision Control Law, seconded by Sullivan. All
members in favor, motion carries.

2. 719 Cabot Street / Geo~e Batcheider
Cassidy explains that this ANR plan for Moraine Farm on Cabot Street has been
submitted to the Board for endorsement. It divides the farm into six lots; Lots #2 and #3
will be deeded to Project Adventure and the balance of the lots will remain in
Batcbelder's ownership for the moment. The plan contains the notations required relative
to the extent of wetlands on the site and private easements, of which there are three.
The plan meets the Board's requirements for ANR plans and Cassidy recommends that it
be endorsed as such.
Delaney:
motion to endorse the plan offand at 719 Cabot Street as one not requiring
approval under the Subdivision Control Law, seconded by Sullivan. All
members in favor, motion carries.
Dinkin asks if there is any other business for the Board to conduct at this meeting. There
is none.
Sullivan:
motion to adjourn, seconded by Thomson. All members in favor, motion
carries.
This special meeting of the Planning Board is adjourned at 8:15 p.m.
