1996-04-25 MINUTES OF THE REGULAR MEETING
OF THE ORDINANCE REVIEW CO~LMITTEE
The regular meeting of the Ordinance Review Committee was
held on Thursday April 25, 1996 in the Alderman's Chamber, City
Hall, Beverly, Mjh
PRESENT:
jerry Parisella, Crystal Atherton, Mary Grant, Roy
Gelineau and Elisabeth I.eBrun.
ABSENT: Arthur Powell and Thomas Alexander.
The meeting was convened at approximately 7:25 p.m. after several
members of this Committee attended the Finance Committee Meeting
of the City Council to offer support and to answer questions from
City Council Members concerning the Ordinance Review Committee's
request for funds to hire Attorney Michael Curran to assist the
Ordinance Review Committee in reviewing, organizing and drafting
ordinances to comply with the new Charter. That request was
unanimously approved by the Finance Committee to be recommended
to the full City Council.
Upon convening the meeting merabers discussed how, if, and to whom
we should communicate to the Mayor and/or The City Council the
direction of our efforts in order that they be, to the extent
permitted under the Charter, compatible with efforts by the Mayor
and the City Council, in order to assure to the extent possible
that the proposed revised ordinances be approved by the City
Council when they are completed.
Members also discussed whether or not the proposed organization
chart which has been presented by the Mayor to the City Council
for its approval or disapproval, should be considered in our
efforts, or whether or not our job was simply to organize the
ordinances by function, which functions would be organized by
department heads and amended as necessary by the MayoE and City
Council. After considerable discussion in was agreed zhaz the
guidance of Attorney Michael Curran regarding this issue would be
helpful. It was also agreed that we should await some
suggestions from Mr. Curran before coming up with a method to
deal with these issues.
It was the consensus of the members that one method to begin a
dialogue with the City Administration would be to prepare a
proposed Table of Contents to the Proposed Amended Ordinances
which would be a way to demonstrate the need for an outside
professional to direct our efforts and to provide this Comaittee
with a path to follow, and to show the benefits of a more
streamlined ordinance structure.
Discussion was had once again about obtaining sections of
ordinances from other cities which may help us produce the best
work product possible.
Finally, it was agreed that future meetings of this Committee
would be scheduled on Tuesdays at 7:00 p.m.
The next meeting will be on Tuesday, May 14, 1996 at 7:00 p.m.,
in City Hall, third floor.
