MINUTES OF MEETING - AUGUST 3, 2000
Meeting called to order at 6:33 p.m.
Chairman Kelley and Member Heller present. Lt. Roccio also present as
Police Liaison. Board introduced by Chairman Kelley.
1. Transfer of Bella Venezia to Anthony Palmeriello. He is presently a 50%
owner and is buying out his partner, Georgio Manzella. He formed a new
corporation. He will be the manager of record.
Chairman Kelley asked if there was anyone present to speak in favor or
against the transfer. No one present.
Mr. Heller - Motion that the transfer be approved. Seconded by Mr. Kelley.
Motion carried 2-0.
2. Hannah Stores Inc. - Application for a new beer and wine package goods
license. Nathan Ferrarelli present. He stated they had held a license at the
same location from 1986 - 1994. They own the building. They want to
invest in the area once again. They had no problems in the past. He stated
they ran the business from 1985. It was a family operation. Then the
business was sold.
Mr. Heller - Do you plan to nm the same type of operation? Yes.
Mr. Kelley - Nathan, you will be the manager? Yes. Were you involved in
the earlier operation? Yes. The Board strongly recommends you take a
TIPS course to refresh the rules and regulations. OK. Any further
questions? None.
Anyone to speak in favor or against application. No one present.

Mr. Heller - Motion made to approve a beer and wine package goods license
from Hannah Stores Inc. Motion carried 2-0.
3. Organic Garden, 294 Cabot Street - Robert Reid present with an
application requesting an entertainment license. He stated it would be low
key. It would be appropriate for elegant casual dining. Probably Friday and
Saturday evenings and occasionally during the week.
Are them any residents that would be disturbed? No residents in the
building and there are none surrounding the property.
Mr. Kelley asked if there was anyone present to speak in favor or against the
application. No one present.
Mr. Heller - Motion to approve an Entertainment License from Monday
through Saturday. Seconded by Mr. Kelley. Motion carried 2-0.
4. Application from Kitty O'Shea's to change the description of the licensed
premises to include at 12' x 12' outside deck.
Albert Lane present. Stated they had added a 12' x 12' deck on the back of
Kitty O'Shea's on their property. It has four tables with umbrellas and is
enclosed with lattice. Holds approximately 20 people. Hope is to allow
customers to dine out their in good weather for lunch and dinner.
Mr. Kelley - What will be your hours? Lunch starts at 11:00 a.m. and we
stop serving food at 8:30 p.m. We would let people stay out there until 9:30
p.m.
Mr. Lane stated he met with neighbors. They agreed to close at 9:30.
Furniture will be brought in.
Mr. Heller - Where are the closest neighbors? There are residents over the
pub and there are residents on the other side of the garage next door.
Letter from Rev. Stallsmith read into the record voicing her objections to the
application.

Mr. Lane stated they would not be serving glasses or bottles on the deck.
The doorman starts at 6:00. Door to the deck would be closed and secured
for the evening when they finish serving.
Mr. Kelley asked if there was anyone present to speak in favor or against the
application.
Patricia Fortin, 27 Mulberry Street. - There will be increased noise in the
neighborhood. When the back door is open, can hear the noise. It is very
loud. When people leave, they use their yards for a bathroom. Neighbors
have learned to live with Kitty O'Shea's. Requesting that when the deck is
cleaned up, back door be closed and monitored. Also install signs asking
patrons to be considerate of neighbors.
Dan Servizio, 10 West Dane Street - opposed
Charles Holmes - 17 West Dane Street - opposed
Mr. Kelley asked Lt. Roccio for his comments. I'm surprised the neighbors
will go along. Have grave reservations.
Mr. Lane - We have owned for 9 months. One of us is always on the
premises. We are making efforts not to over serve. Try to make sure people
leave on time. Spend a lot of time with doormen, bartenders and waitresses.
Mr. Heller - How many people can fit on the deck? 20, four tables with five
chairs.
Mr. Kelley - Given the opposition of the church and the Police Depa~h~lent,
I feel the time must be restricted to 6:30 p.m. If there is no objection, would
like to postpone until the next meeting.
Richard Markno - Owns property on West Dane Street and is also a local
businessperson. Suggested that perhaps they might have an 8:30 closing
time on the deck. Believe that the owners will police it. At least give them a
trial period. They seem to be making a great effort to do what they say.

Mr. Kelley - Motion - That the application to change the description of the
licensed premise to include a 12' x 12' deck at Kitty O'Shea's be approved
from 11:00 a.m. to 6:30 p.m. for both food and alcoholic beverages. The
Board would consider extending the time after a five-month trial with notice
to interested parties.
Mr. Heller - Amendment that the deck cannot be used on Sunday in
deference to the church. Seconded by Mr. Kelley. Motion carried 2-0.
Mr. Kelley - Motion that the back door at Kitty O'Shea's be closed after the
music begins. Seconded by Mr. Heller. Motion carried 2-0.
5. One day licenses -
Beverly Farms Library - limited to four hours.
Project Adventure - September 9 - 4 hours
Motion made and seconded to approve. Carried 2-0.
Motion made and seconded to approve six dates at Long Hill. Motion
carried 2-0.
Elder Hostel - August 6 - Motion made and seconded to approve.
Motion carried 2-0.
Cohen-Hillel Academy - August 16 - Motion made and seconded to
approve. Motion carried 2-0.
Next meeting scheduled for September 7 at 6:30 p.m.
