MINUTES - BEVERLY LICENSE BOARD - December 16, 1999
Meeting called to order at 2:05 p.m.
All members present.
Board introduced. Lt. Roccio present.
1) Application for a Wine and Malt Package Goods from
Sonny's Mobile, Ken Calabro proposed manager. Ken
Calabro present.
Mr. Heller- Application shows no employment record. Any
experience? Worked for Mr. Fazio past 4 years. Mr. Elio
Ferrarelli will be the location manager. He has 15 years
experience running his own package goods store here in
Beverly.
Green Cards submitted to the Board.
Mr. Kelley- What do you intend to do?
Mr. Calabro - We have petitioned off a portion at the back of
the store to block off during non-sale hours. It has a gate
across. Do you expect much greater foot traffic? Originally
we were going to have a coffee vendor and sandwich vendor.
Haven't been able to secure any. How long at that site? 4
years, May 30, 1999.

Mr. Ranta - Proposed hours of operation are 6:00 a.m. to
10:00 p.m. 7 days a week.
Mr. Kelley - Your home address? Whitinsville. East Boston
is business address. Registered to vote in Northridge? Yes,
part of Whitinsville.
Generally person is on site. Generally spend a significant
amount of time. Actually 10-15 hours a week. Not very
much to oversee the operation. May want to consider
amending the application to show the on site manager. He is
on 50-55 hours a week.
Chairman Kelley asked for any questions or comments.
John Murray - 14 Greenwood Avenue. Read letter from
Centerville Improvement Society into record.
Karen Tassinari - Neighbor and abutter- 3 years. Outraged.
It is on the way to school and college. What about signage?
Mr. Calabro- It will be outside on the awning. Maybe
something small in the window.
Suzanne Kenney - 120 Standley Street - 18 years. Have
frequented convenience store. Centerville quiet
neighborhood. Changes feel of business. Opposed.
Lt. Roccio - Representing Chief Terry. Is opposed to the
granting of license. No community need. Received many
complaints. Opposed.

Shawn Mahoney - 7 Eagle Lane - Objection to application.
Letter read into record.
Judy Boyle, 458 Essex Street - Request postponement.
Hearing on petition postponed to January 6, 2000 at 6:00
p.m.
2) ICC - Change in Manager to Peter Liberti.
Fred DeSantis present. Mr. Liberti was the manager many
years ago. Served as manager 4-5 years about 20 years ago.
Mr. Heller - Suggest that he take an alcohol prevention
program. Definitely will.
Mr. Ranta- Motion to approve the transfer subject to Board
receiving all necessary paper work. Paper work had bccn
misplaced. Second by Mr. Heller - Motion carried 3-0.
3) Union Club- Change of Manager to Ronald Czarnacki.
Any employment history?. Has been a bartender at
Danversport.
Ask that you take an alcohol prevention program. Have
already spoken to Sgt. Terry. Will take the course.
Motion- Mr. Ranta to approve the Change in Manager.
Seconded by Mr. Heller. Motion carried 3-0.

4) Caboose Restaurant - Michael Lalkos, Attorney from
Danvers representing John Athanasoupolos for a pledge of
license. It is part of construction load. Bank wants it. It
was previously pledged. Going to refinance. When are you
going to use the license? Probably by the spring.
Motion - Mr. Ranta - To allow the pledge of license to be
changed to the First National Bank. Seconded by Mr. Heller.
Motion carded 3-0.
5) Pledge of License - Depot Package - Barbara Potter present.
Request to pledge license on a business loan.
Motion- Mr. Ranta- To Approve the pledge. Seconded by
Mr. Heller. Motion carded 3-0.
6) Distribution of 2000 licenses.
Meeting adjourned at 4:10 p.m.
