John Young presided.
Joanne Avallon and Neil Olson thought that they were in attendance at the June 25, 2002 regular
meeting. Subject to the verification of attendance, Edward Brindle made the motion, seconded by
Helga Senko, to accept the minutes of the regular meeting of June 25, 2002 as read. Motion
passed.
Lindsay Diehl made the motion, seconded by Helga Senko, to accept the minutes of the special
meeting of July 30, 2002 as read. Motion passed.
Public Presentation
None
Committee Reports
Personnel: Helga Senko reported that John Young, Tom Scully, and Helga Senko met in June to
go over Tom’s review. Helga Senko distributed copies of review to the trustees.
Administration: Kevin O’Reilly reported that the administration committee met on September 17,
2002 to review the internet policy. Copies of the old policy and the new draft policy were
distributed to the full Board. Kevin O’Reilly reviewed the proposed changes. There were some
wording changes in the introductory paragraphs. Connect time has been changed from 20 minutes
to 30 minutes. Access to on-line chat groups is now permitted. A new rule regarding minors has
been added. Hacking is specifically forbidden. Patrons are now permitted to download software
from the Internet. Neil Olson made the motion, seconded by Lindsay Diehl, to:
accept the updated Public Internet Use Policy as submitted by the Administration
Committee on September 24, 2002. Motion passed.
Finance: No report.
Long Range Planning: Long range planning committee will meet on October 22, 2002 at 6:30
P.M. to discuss the annual action plan.
Report of the Library Director
1) Farms Library: Farms construction project is underway. Groundbreaking was September 16.
2) Summer: This was a busy summer in all departments, particularly in the reference department.
The workload is increasing and there is not enough staff to meet all the service demands. There
was a discussion on how to solve these problems. Tom Scully will bring some options to the next
board meeting. 3)Shut-in Delivery: Employee who does the shut-in delivery is out with a broken
hip.

Unfinished Business
1) Security: Tom Scully reported on his findings regarding security issues based on the three
options discussed when the Police Chief came to the board’s special meeting on July 30, 2002: 1.
hiring security guards (Boston) 2. putting cameras in the library (Waltham) 3. hiring a social
worker/adjustment counselor (Haverhill). Trustees would like to pursue the Waltham and
Haverhill models.
New Business
1) Beverly Reads: Community reading program of The Orchard has begun. 2)Circulation
Statistics: Total circulation was up 8%, young adult circulation was up 38.7%.
The next regular meeting of the Board will be Tuesday, October 22, 2002 at 7:30 P.M. at the
Main Library. There will be a Long Range Planning Committee meeting on Tuesday, October 22,
2002 at 6:30 P.M.
There being no further business, the meeting was adjourned at 9:25 P.M.
