Houseman leads the Council in the pledge of allegiance. Flowers joins the call.
RESOLUTIONS
#154 -Clean Energy -Mayor Cahill
Mayor Cahill explains the order focused on moving quickly toward 100% clean energy. Mayor
Cahill comments that the Clean Energy Advisory Committee has been working on this for a long
time. Guanci requests the Mayor's Office do a news story so the public can better follow along;
Mayor Cahill agrees. Rand joins the call. Flowers moves to approve the order #154 on clean
energy. Seconded by Houseman. The motion carries 9 -0.
President Paul Guanci reads the introduction to the virtual meeting due to the state of emergency
caused by COVID -19, stating that the meeting will be recorded and streamed live, and confirms
member access. The Council takes a roll call vote in order to take votes as a Committee as a
whole on the floor.

#160 -Green Municipal Aggregation- Councilor Houseman
Houseman recognizes the members of the Clean Energy Advisory Committee. Julia Long
expresses her excitement about these resolutions and thanks the Council for their consideration.
Houseman reads the order. Flowers moves to wholeheartedly approve the resolution. Seconded
by Rand. The motion carries 8 -0.
Mayor Cahill comments that the hiring process is underway, hopefully to be finished by the end
of July so that the education aspect can continue as planned and be implemented in the spring.
Fred Hobbs thanks the Council for their work and expresses his encouragement by Beverly's
progress, saying that his years of advocating have not gone to waste.
Houseman suggests going out of order. Flaherty moves to go out of order and address order #157
for authorizing Municipal Electricity Aggregation. Seconded by Flowers. The motion carries 8 -0.

Kent reads order. Rand moves to approve. Seconded by Houseman. The motion carries 8 -0.
PRESENTATIONS, AWARDS, MEMORIALS
Susan Sampson - Bike Path Committee
Susan Sampson explains the Committee's new equity statement on racism in cycling. Sampson
states that the Committee is seeking to partner with City Council as they have established a Bike
Equity Committee which will focus on listening without assuming, followed by taking action.
Ames expresses her support of the order and her interest in sitting down with Sampson to further
discuss. Guanci also expresses his support and willingness to help.
Acceptance of Minutes of Previous Meeting - Special Council Meeting June 29, 2020
Feldman moves to accept the minutes of Special Meeting on June 29, 2020. Seconded by Rand.
The motion carries 8 -0.
#155- Reappointment- Conservation Commission -Ms. Christine Bertoni and Mr. Rick
Grandoni
Kent reads order. Guanci refers the order to the Committee on Legal Affairs, stating that the
Council will take action on this order at the July 14, 2020 meeting.

#156 -Home Rule Petition Regarding Ground Lease for property located at 1 Water Street
Kent reads order. Mayor Cahill discusses the changes to take place on the property due to the
new restaurant, including parking and shuttling adjustment, and the renovation of the intersection
to make it safer for pedestrians. Houseman asks about the legal history of the property as it was
purchased with state aid, concerning whether the property can be used for a restaurant.
Stephanie Williams replies that it boils down to 1996 grant application, which included leasing
the property explicitly for a restaurant, in order to make it a destination point for visitors from all
over the north shore. Williams adds that the deed allows for both park and recreation uses.
Flaherty moves to approve Mayor Cahill's request. Seconded by Rand. The motion carries 8 -0.
Mayor Cahill requests that the Council make a reconsider vote. Rand moves to reconsider.
Seconded by Houseman. The Council takes a roll call vote.

Kent reads order. Frates to approve that reappointment. Seconded by Flaherty. The motion
carries 8 -0.

#159 - Application- Second hand Junk dealers License renewal for Plum Consignments LLC,
dab Worthy Girl, 156 Cabot Street
Flaherty moves to approve. Seconded by Flowers. The motion carries 8 -0.

Kent order #139. Ames moves to approve. Seconded by Flaherty. The motion carries 8 -0.
Feldman moves to enter into executive session pursuant to Massachusetts General Law C I A7
compliant with or act under the authority of any general or special law or federal grant and aid
requirements specifically MGL C30A S22 governing the review and approve of minutes
including minutes conducted of the executive session conducted June 15, 2020.
