Dear Honorable City Council:
I am pleased to inform you that the City of Beverly has received a $25,000 donation from
Beverly Crossing via the Essex County Community Foundation's ASD Fund. This
funding will support the Beverly Powder House restoration and preservation project,
which will be completed between March -June 2020.
The Powder House was built in 1808 by Nathan Dane and was used to store a large
amount of gunpowder because it was much safer than having residents store it in their
homes. The Powder House is one of Beverly's most unique historical structures, but has
fallen into a state of disuse and is in need of rehabilitation efforts to preserve the
structure. The structure's full restoration will preserve an important piece of community
history. The Powder House was recently accepted for listing in the National Register of
Historic Places.
Massachusetts General Law Chapter 44 Section 53A requires both City Council and
Mayoral approval before any grant, earmark, donation or gift to the City can be expended
for their prescribed purpose. I therefore request the City Council approve this donation
by taking action on this matter at your meeting on February 18, 2020.

Dear Honorable City Council:
I am pleased to inform you that the City of Beverly has been awarded a $100,000
Municipal Vulnerability Preparedness (MVP) grant from the Massachusetts Executive
Office of Energy and Environmental Affairs to complete a comprehensive climate action
plan.
Beverly will be collaborating with the City of Salem, MA, on this joint initiative to
develop a regional climate action plan that will address climate impacts and how both
cities can proactively respond to climate change and reduce greenhouse gas emissions.
The plan will begin with greenhouse gas inventories for both Beverly and Salem and will
establish clear actions and methods to reduce emissions and mitigate climate change
impacts including events such as extreme weather, sea level rise, inland and coastal
flooding, and severe heat. Beverly was eligible to apply for this funding due to its
designation as an MVP community.
Massachusetts General Law Chapter 44 Section 53A requires both City Council and
Mayoral approval before any grant, earmark, donation or gift to the City can be expended
for their prescribed purpose. I therefore request the City Council approve this grant by

I propose to amend the Senior Citizen Tax Work -off Abatement Program. The City
previously adopted the provisions of M.G.L. c. 59, Section 5K on March 20, 2001 (Order
No. 81 of 2001) which allows the mayor, with the approval of the city council to establish
a senior citizen tax work off abatement program. I am presenting you this order to
increase the current rate per household from $500 in a given tax year to $1,000. I believe
this amount better aligns us with surrounding cities and towns.
A draft order is attached to this letter for your consideration.

Authorize the Mayor to establish a program for senior tax credits
WHEREAS, the City Council adopted the provisions of M.G.L. c. 59, Section 5K
on March 30 2001 (Order Number 81 of 2001);
WHEREAS, the City wishes to establish a Senior Citizen Tax Work Off
Abatement program;
WHEREAS, M.G.L. c 59, Section 5K authorizes the Mayor to establish such
program with the approval of the City Council;
NOW THEREFORE, it is Ordered that:
Per M.G.L. c. 59, Section 5K, the Mayor is hereby authorized to establish a
program to allow persons over 60 years of age to volunteer to provide services to
the City in exchange for a reduction in his /her real property tax obligations on
his/her tax bills and any reduction so provided shall be in addition to any
rd
exemption or abatement to which any such person is otherwise entitled and no
such person shall receive a rate of, or be credited with, more than the current
minimum wage of the commonwealth per hour for services provided pursuant to
such reduction nor shall the reduction of the real property tax bill exceed $1,000
in a given tax year. The Mayor shall have the power to create the rules and
procedures for implementing the program authorized by this order, and may
amend the rules and procedures from time to time as he /she sees fit, provided that
such rules and procedures are not in violation of M.G.L. c. 59, Section 5K, as
amended from time to time, and are consistent with the intent of M.G.L. c.59,
Section 5K and this ordinance.
This order shall take effect upon passage.

I am pleased to inform you that the City of Beverly has been awarded a Student
Awareness of Fire Education (SAFE) $5,663 grant and a Senior SAFE grant for $2,730.
Total grant award is $8,393 for public fire and life safety initiatives in our community.
This important grant funding will be used by the Beverly Fire Department to teach fire
and life safety to children in schools. The program teaches students to recognize the
dangers of fire and the fire hazards of tobacco products through 23 key fire safety
behaviors taught in developmentally appropriate ways. In addition, grant funding will be
used for the Senior SAFE program, which aims to reduce older adult fire deaths through
fire and life safety education.
Massachusetts General Law Chapter 44 Section 53A requires both City Council and
Mayoral approval before any grant or gifts to the city can be expended for their
prescribed purpose. I therefore request the City Council approve this grant by taking

I respectfully request a transfer of $923,661 from the city's certified free cash balance to
be placed into the City's stabilization fund. This requested amount represents 10% of the
certified free cash balance and is consistent with the City's stabilization fund policy.
Secondly, I request a transfer of $184,732, representing 2% of the City's certified free
cash balance, from the free cash balance to be placed into the City's OPEB trust. This
request is also constant with city policies.
Continued investment in these areas is crucial to the City's long term financial health and
I ask the City Council approves these transfer requests totaling $1,108,393.
This free cash transfer request requires that a public hearing be set prior to a final City
Council vote. Please initiate action at your next City Council meeting by scheduling a
public hearing.

of $2,000,000 to be placed into the new police station capital project fund. You will
recall that the total project budget of roughly $29M is comprised of anticipated
investments of cash as well as a targeted borrowing of $24M. This transfer request is
necessary to help meet the targeted level of cash investment that is necessary and planned
for the project. I do expect that over the course of the next one to two years to request
additional cash transfers in our collective effort to arrive at the targeted $24M borrowing.

Handicapped Parking ". I have conducted a site visit and have not observed any
issues that would result in a conflict to public safety or traffic. I would support the
placement of a Handicap Parking Sign in this location.

Dear Honorable City Council,
The City Council recently approved my request to create a committee to review
elected official's salaries. The exercise was suggested by our City Council
Budget Analyst, Gerry Perry and he recommended putting together such
committee with three representatives from our community. Mr. Perry will work
with the three individuals and an outside consultant hired by the city. I am
thankful for the Council's support and pleased to appoint three well -known and
committed people to help with this task.
Mr. William Howard, 2 Sylvester Ave, Mr. Alan Temkin, 1 Robin Road and Ms.
Gin Wallace, 34 South Terrace. Mr. Perry will reach out to the appointees and
organize a meeting schedule and time line once outside counsel has been hired.

Section 8 -1. (b) Periodic review -The City Council shall provide, in every year
ending in zero, for a review of the Charter by a special or standing committee of
the Council and four additional persons to be appointed by the Council President.
The said committee shall file a report within the said year recommending any
changes in the Charter which it may deem necessary or desirable.

First, I would like to thank all those citizens that expressed interest in the
process. I and other members of the Council were contacted by almost 30
residents each one expressing a desire to be part of the process. Section 8 -1(b)
allows the Council President to appoint only four. I ask the members of the City
Council to please welcome these four individuals. Ms Hannah Bowen, 13
Thorndike Street #4, Mr. Richard Dinkin, 93 Bridge Street, Ms. Julie Desilva, 201
