Thursday, Jan. 19, 1961 4 P.M.
The regular meeting of the Board of Trustees was held at the Library on the above date. All
the Trustees were in attendance with Mrs. Conrad, Chairman, presiding. The order of business was
revised after the records of the past meeting were approved as read, and new business was in order.
Mayor Thomas J. Wickers, Jr. was present, as was the City Solicitor. The Mayor had sent in
a request to be present to consider the parking problem and to ask that the Trustees allow the City
of Beverly the use of the Winter St. land for parking facilities for the public as well as for Library
patrons. He explained that the 150 x 140 lot would take care of 45 cars, that the existing chain link
fence would be painted, and a third side to be erected plus leveling, hot topping, lighting the area,
maintain, and keep clean, add white lines, etc, He explained tbat the City needs offstreet parking
badly. It would cost in the vicinity of $6000. He also explained tbat a legal document would be drawn
up to the satisfaction of the Board of Trustees and that 30 days after the Trustees expressed a desire
for the land to be taken back for a Childrens Building, or any other reason, the City would be in full
agreement. After a long discussion of the above the Mayor went on to explain that naturally he is
most interested in saving money for the City of Beverly and he thoroughly approves of the $9027
alloted to Beverly under the State Grant-in-aid; Chapter 760 Acts of 1960. Then Mr. Cagan gave his
interpretation of the Law. After much discussion the Mayor stated that be would add $3700 to the
existing amounts for books in the 1961 Budget. The Budget was shown by the Mayor and each
Trustee had a chance to study the Current Budget.
The Mayor stated tbat if the following request was sent in by Monday, he would take it up
with the Board of Aldermen at the Monday night meeting -- Jan. 23. Sent to the Mayor:--

Gentlemen:
The Trustees request the appropriation of a sum of $3700 to be used for books, in addition to the
amounts provided for books in the proposed budget for the current year, in order to comply with the
minimum standards required to qualify for the Grant-in-aid to the public libraries under the
provisions of the Public Library Bill, Chapter 760 of the Acts of 1960.

The Mayor and City Solicitor left at 5:30.
A motion was than made by Mr. Brown and seconded by Mr. Toomoy that the Library
request the State it-in-aid under Chapter 760, Acts of 1960. SO VOTED.
On Mr. Brown' s motion and seconded by Mr. Toomey, to give the City the use of the Winter St. lot
for parking, to be used subject to rules and regulations, it was moved by Mr. Brown and seconded
by Mr. Toomey and So voted. Mrs. Conrad and Mrs. Cook opposed this vote. It was than moved that
the Chairman appoint a Committee of 3 to work out arrangements for temporary use of the Winter
St. lot for parking and to meet with the City Government, subject to the approval of the Board of
Trustees. Appointed by the Chairman, Mrs. Conrad were:--Mr. Cagan, Chairman, Mr. Lancaster, and
Mr. Hyde.
A motion made by Miss Standley and seconded by Mr. Brown was that this Committee have
a report for the next meeting of the Board of Trustees. So VOTED.
Mrs. Conrad stated that she did feel that the Trustees should be most careful and give strict
consideration as to what the Trustees in the past have accomplished in acquiring the land for the
Children' s Building.
All other business was laid over for the next meeting.
