MINUTES OF THE REGULAR MEETING

PR.ESENT: Commissioners Bernleo, Dean, Duval, Eaton, Farmer, Gourdeau,
Lydon, Mahoney, Rosen, Vitale, White,
ABSENT: None.
PUBLIC: Ken Robinson, Mel Briggel, Jim Rutherford, Harry Wheeler, Ken
Lewis, Gerry Nelson.
A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM.
1. Presentations: None. -
2. Reading of the Minutes for November 10, 1997:
Chairman Farmer called for a reading of the minutes. Motion to
accept by Commissioner Duval, seconded by Commissioner Rosen.
Motion passed unanimously.
3. Reading of the Financial Report for October 1997:
Chairman Farmer called for a reading of the financial report. Vice-
Chairman White made his financial report. Motion to accept subject
to audit made by Commissioner Gourdeau, seconded by Commission-
er Barnico. Motion passed unanimously.
B. OLD BUSINESS:
Uodates:
T Ford Develonment & Lease - Chairman Farmer reminded the
Commission that Ford's work would not begin until the water line con-
struction begins next spring per the Beverly Fire Department.
The latest draft revision of the proposed T. Ford lease was distributed
to Commissioner. Chairman Farmer instructed Commissioners to review the
lease and forward any questions/comments to the Airport Manager who in
turn will bring them before the Lease Sub-Committee.

Gonpas Prooertv - Chairman Farmer told the Commission that
the adverse possession claim is not against the Airport but is against
the previous owner. The Airport as the current owner would still be
involved. The Commission was made aware of the potential
$275,000.00 settlement. Commissioner Gourdeau made a motion that
the City Solicitor, after an appraisal is done that backs up the
$275,000.00 settlement, to offer not to exceed $275,000.00 all inclusive
of everything without hidden costs. Seconded by Vice-Chairman
White. Motion passed with 9 yays and two nays.
Chairman Farmer requested the Airport Manager get documentation
from Izzy D'Orsi backing up the $275,000.00 settlement, and not to
tell the City Solicitor to proceed without the documentation.
West Side Water/Sewer Line - Chairman Farmer reported that the
installation is complete and the work is satisfactory.
Airnort Master Plan Undate (AMPU) - Chairman Farmer in-
structed the Commission to read the proposed AMPU's scope of business
and minutes and to write down and send their comments to the Airport
Manager before the end of the year. Dufresne-Henry will be contacted
to discuss the scope at the January 12, 1998 B. A. C. meeting. Du-
fresne-Henry will be sent a copy of the B. A. C. comments ahead of
time.
Vepetation Manapement Plan - Chairman Farmer told the
Commission that bids for Phase I will be opened on approximately
12/24/97 and clearing could start in February 1998. Commissioner
Barnico suggested the successful bidder give a price on removing a
large trash pile located by airport security fencing near GTE. Air-
port Manager will check to see if the removal is already a part of
Phase I.
Omni Lease Re-Nepotiation - Airport Manager and Commis-
sioner Mahoney updated the Commission on the results of a Dufresne-
Henry wetland evaluation and the proposed phrasing of the re-negotia-
ti6ns. Airport Manager will attempt to get a meeting with FAA this week to
show them the proposed development and get their comments.

Gurnard Mapnesium Analysis - Chairman Farmer informed the
Commission that the chalky pile in back of the Gurnard building
that the Beverly ConCorn wanted tested turned out to be non-toxic
magnesium.
Runway 16 Final Cut - Chairman Farmer informed the Com-
missionthat per Dufresne-Henry there were no protruding roots in the
grubbed areas, hence, there will be no second mowing. The need for
specialized equipment was discussed that would be needed to main-
tain the V1VIP areas. Options the Airport Manager will explore are an
attachment for the new end loader, loan of equipment, and rental of
equipment.
C. NEW BUSINESS: - None.
D. AIRPORT MANAGER'S REPORT: (Contained in B. A. C. meeting
packet) Airport Manager also updated the Commission on Ransom test
wells.
E. CHAIRMAN/COMMISSION COMMENTS:
· Chairman Farmer informed Commission members that the Airport Manager is
a member of any and all committees that the Chairman creates, and that they
are 16 coordinate through him; he is the person that will make things happen,
that it is not up to the Commission, however, if the Airport Manager requests
help from the Commission, it will assist. It is important to keep the Airport
Manager informed of Commission committee activities so he may carry the ball.
· Chairman Farmer appointed Commissioner Lydon for the Re-election
Committee, Chairman Farmer will also assist. If anyone has any suggestions as
to who they would like to see as Chairman or Vice-Chairman, let them know.

seconded by Commissioner Dean. Motion passed unanimously.
