Call to Order
Chair Ellen Hutchinson calls the meeting to order at 7:00 p.m. and reads a prepared statement
introducing the meeting, the authority to hold a remote meeting, public access and public
participation, and meeting ground rules. She takes roll call attendance.

The Chair then read the script describing the reasons, permissions, and ground rules for holding a
remote public meeting.
Bob Griffin reports that the meeting access number is incorrect on the agenda. City Planner
Darlene Wynne contacts the City Solicitor regarding this issue.
1. Subdivision Approval Not Required Plans
There are none
2. Continued Public Hearing: Definitive Subdivision Plan - Livingston Avenue (Map 9 Lots
370, 371, and 372) Extending Livingston Avenue by approximately 280 feet and creating 2
new buildable lots - 7 Porter Terrace LLC.
It is decided to table the public hearing until the City Solicitor advises the Board on the actions
needed to address the incorrect meeting access numbers on the agenda. Chair Hutchinson moves
to the next item on the agenda.
3. Minor Modification: Special Permit #139-14, Site Plan Review #113-14 Install a
retractable louvered roof as well as retractable windows on the side of the outdoor dining
area - 140 Brimbal Avenue - CEA Group, Inc.
Preliminary discussion ensues. Planning Director Darlene Wynne asks Chair Ellen Hutchinson to
take a ten minute recess.

Flannery:
Motion to recess the meeting until 7:30 pm. Craft seconds. There is a roll call vote
with each member voting yes: Sarah Bartley, Derek Beckwith, Vice Chair
Alexander Craft, Ellen Flannery, Wayne Miller, Andrea Toulouse, and Chair
Ellen Hutchinson. The motion passes (7-0).
The meeting resumes at 7:30 pm.
Chair Hutchinson informs the Board that the City Solicitor is advising that the September 15,
2020 meeting of the Planning Board be rescheduled for October 6, 2020 due to the incorrect
access code on one of the public forms.
Flannery:
Motion to continue the public hearing for the Livingstone Avenue Definitive
Subdivision Plan to October 6, 2020. Toulouse seconds. There is a roll call vote
with each member voting yes: Sarah Bartley, Derek Beckwith, Vice Chair
Alexander Craft, Ellen Flannery, Wayne Miller, Andrea Toulouse, and Chair
Ellen Hutchinson. The motion passes (7-0).
The Board discusses when to schedule a special meeting for the Minor Modification: Special
Permit #139-14, Site Plan Review #113-14
Flannery:
Motion to schedule a special public meeting for the Minor Modification: Special
Permit #139-14, Site Plan Review #113-14 for Tuesday September 22, 2020 at
6:00pm. Miller seconds. There is a roll call vote with each member voting yes:
Sarah Bartley, Derek Beckwith, Vice Chair Alexander Craft, Ellen Flannery,
Wayne Miller, Andrea Toulouse, and Chair Ellen Hutchinson. The motion passes
(7-0).
4. Request for Extension: Special Permit #159-17 Decision filed with City Clerk on
September 21, 2017 granting a Special Permit to expand an existing two-family building by
adding two residential units and one commercial unit - 12 Enon Street - Cache
Development, LLC
Beckwith:
Motion to reschedule the Request for Extension: Special Permit #159-17 to a
special meeting on September 22, 2020 beginning at 6:00pm. Toulouse seconds.
There is a roll call vote with each member voting yes: Sarah Bartley, Derek
Beckwith, Vice Chair Alexander Craft, Ellen Flannery, Wayne Miller, Andrea
Toulouse, and Chair Ellen Hutchinson. The motion passes (7-0).
5. Set Public Hearing: Special Permit #175-20 282 Rantoul Street - Deviation from the
parking requirement, pursuant to Section 300-85A and Section 300-59C of the Zoning
Ordinance for a manufacturing use - Christopher M. Wrenn
Wynne recommends this hearing be rescheduled for the October 6, 2020 meeting of the Planning
Board. Though the Board may not vote on this action tonight since it is not an official meeting,
Wynne advises the Board that the Chair has the authority to set the date of the hearing so that the
legal notice may be published in time.
