PRESENT: R. Badessa, M. Trouhetaris, J. Frates, C. Raymond, A. Wheelock, S.

J. Frates opened the meeting and stated that T. Birner and D. Neuman are unable to
attend.
D. Hurlburt spoke of the RFP. She would like to take the words "Free Rent" out of the
wording.
J. Frates stated that he would like to keep going with the RFP, and he hopes to have it out
on the street in about two weeks.
M. Trouhetaris made a motion to move the draft of the RFP ahead. R. Badessa seconded
and all 6 were in favor.
Public Input:
R. Kearn told that he was a slip holder in the commercial section, on 4/15/98 he
and another person were sent letters from the City Solicitor that they had 2 weeks to
vacate, otherwise equipment would be confiscated. He hired a lawyer, and was told to
comply at the time. He and another boater were given no reason. When he asked for the
reason he was told that it was at the discretion of the Harbormaster. He has been asking
around and he realized that three other boaters are not fishing and have not been told to
vacate. To make a long story short he would like to he back in his spot. He has put his
name on the waiting list, and he is prepared to pay for another year on the waiting list.
He would like to know what he has to do to get back in with his 25' boat.
J. Frates stated that the Authority would take this under advisement, and follow up.
Committee reports:
S. Menezes presented a draft of the slip rental. There was much discussion.
L. Bochynski asked if revenue is a concern.
J. Frates stated that we need policies in place.
R. Badessa made a motion to accept the draft policy presented with some modifications.
M. Troubetaris seconded. All 6 in favor.
Public Access:
J. Frates stated that thlngs are going well at Cummings. The City was clearing
brush. Cummings has done their part.
J. Frates met with the Chamber of Commerce. They are upset with the Electric Co. on
River Street. We had a meeting with the Mayor. There is no way to stop it, but maybe
we can negotiate or mitigate. He also stated that they don't want to.
R. Badessa handed out the latest figures on the budget.
L. Bochynski has been talking with Algonquin and is trying to get permanent piles at the
end of the pier.
L. Bochynski spoke ofthe recent storm with 12.2 tides. That is 1.42 feet above normal.
Directly under the concrete planks we have lost some wood. He will go underneath at his
earliest opportunity to check.
