2002-05-02BEVERLY HARBOR MANAGEMENT AUTHORITY Minutes of May 2, 2002 PRESENT: J. Frates, R. Badessa, D. Neuman, M. Troubetaris, S. Menezes, J. Murray, T. Birner, A. Wheelock, C. Raymond GUESTS: L. Bochynski, R. Oosthoek J. Frates opened the meeting arid stated that he had walked around Cummings Properties and saw a boardwalk for lower pond. He also talked to Mr. McSweeney and he stated that they are very proud of the boardwalk. A motion was made by R. Badessa to accept the Minutes of the previous meeting. The motion was seconded by M. Troubetaris, and accepted by all. Committee Reports: Planning Committee - D. Neuman and others met with the Mayor, and he stated that money might be available to do things at the center according to the current Vine Associates study. Fendering of the Public Pier, Handicap Access, and new Floats on the Commercial side will cost about 1.7 million. The BHMA is going make a presentation to the Seaport Advisory meeting on June 25 at noon at Mass Maritime. This money is for the Commercial side only. The Vine Study is a draft. The final revision of the final draft will be at a meeting on May 10, at 9:00 a.m. Seaport Council meeting will need a visual for the June meeting. J. Murray stated that the Draft Harbor plan has some further errors. We need to have a meeting to correct the inaccuracies. D. Neuman made a motion that J. Murray would be the BHMA representative at the Chamber of Commerce meetings. M. Troubetaris seconded. All agreed. M. Troubetaris asked if C. Raymond would also try to attend R. Badessa made a motion to give D. Neuman permission to spend for the consultant at the discretion of the Chair. M. Troubetaris seconded. All in favor. D. Neuman showed some pictures that he took in Vancouver of a Kiddie Park where the water was only 3" deep. He asked if he could show the pictures for the presentation in June. All agreed. J. Murray stated that when they have p!ans for a new building at the site that they keep it as an 18th Century type building. D. Neuman stated that in the last couple of weeks, Bourne Consultants got a contract for test borings in the Bass River. D. Neuman stated that the pipeline would be done in September, not November. D. Newman stated that there is nothing new on the Port Marina adjudicatory hearing. Draft License is still being reviewed by DEP. D. Neuman asked about the rules for 30-minute tie-up at the Public Landing. If a restaurant goes in, we may need a longer tie-up. He also stated that he is not anxious for a boat at the end of the pier until the fenders are fixed. A. Wheelock reminded all of the Bowditch celebration in Salem, The Eagle is coming in August. T. Birner stated that he would not be in on any discussions for prices at the Marina. He now has a slip. D. Neuman made a motion to adjourn. Respectfully submitted, Eileen Twiss
