MINUTES
February 3, 2000
PRESENT: G. Whitney, D. Neuman, A. Burns, P. Allen, C.
Raymond, R. Badessa, J. Murray.

Public Input: None
Previous Minutes: Nothing to approve as there was no
quorum.
Treasurer's Report was handed out by R. Badessa.
Harbormaster's Report: Nothing to report at this time. G.
Whitney asked the Harbormaster to ask the City Solicitor, s
Office to be more aggressive with an outstanding bill'for a
slip lease.
K. Bochynski stated that the locks on the hoist have. been
changed.
Committees
Planning and Development: Fort Point is finished with
the Usage Study. R. Armstrong spoke favorably of the
study. He says they have funded similar commercial
projects He will advise of the potential for money from
other agencies.
J. Murray asked if it could come before this board before
it goes to the State. He was advised the study is not
submitted to the State for approval, only to obtain payment
for work completed.
G. Whitney stated that the City Master Plan is going
forward. This study will be given to the CeCil Group.to be
utilized in the Plan. '
T. Cassidy would like the BHMA to meet with Cecil at the
March 2 meeting.
Facilities: P. Allen says that The Facilities
Committee needs to have a meeting. It is scheduled for
March 11, 2000 @ 10:00 a.m. A primary topic will be pigeon
control.
PUblic Access: C. Raymond is re-submitting a plan of
BPM for the files which was approved at a previous meeting.
G. Whitney spoke of last nomths meeting when all objected
to the walkway being shut down due to the homeless shelter.
As the result of a meeting with the Mayor and the Kinzies,
it will be locked at 4:00 p.m., when employees are leaving
and will be re-opened at 8:00 a.m.
At a hearing in Boston last week with J. Pr0vencal, the
Kinzies brought up the subject of gates and she thought
that the temporary solution was reasonable.
D. Neuman spoke of the second garage at Cummings Center.
As the new one will be built on filled Tidelands, this
should be another opportunity for the walkway. DEP has an
internal conflict, and therefore it hasn't been resolved.
T. Maguire will turn this over to another person. He is to
arrange a meeting to resolve the issue.
There was a meeting with B. Overson, and found him to be
very cooperative. The BHMA would like to complete the
walkway around the pond on the school property. If the
City would grade it Cummings will light it. He also agreed
to signage. This is to be presented to the School
Committee next Monday.
D. Neuman stated that this seems to be a very cooperative
endeavor.
D. Neuman stated that the Bunk Car Wash is required to put
in a row of bricks to delineate the walkway, signage and
parking spaces. Action still pending.
RE: Port Marina Hearing in Boston.
The list of concerns is extensive. DEP issued a license to
Thibodeau which overlays a portion of Beverly Port Marina.
DEP has until June to resolve this with the Thibodeaus and
the Kinzies. The walkway was not discussed very much.
Port Marina wants to eliminate the walk from the street in
exchange for a gate to the City property.
D. Neuman stated that Sam Bennett, the lawyer, seemed to do
a very good job. Mr. Handly spoke very well for the City
and the BHMA. C. Raymond hired his own lawyer, and
everyone was very impressed.
Other Business: G. Whitney asked J. Murray if any new
appointments to the BHMA had been made. J. Murray stated
that he didn't know. R. Costs will be a Council
representative to the BHMA instead of V. McGlynn.
J. Reed spoke of the walk for the last homecoming. She
asked if this group would be concerned with any markers of
red lines.
P. Allen made a motion to adjourn.
