MINUTES
april 6, a000
PRESENT: g. whitney, p. allen, r. costa, r. badessa, d. neuman, j. murray, c. raymond, a. burns
GUESTS: d. mcpherson, l. bochynski, mayor scanlon, and j. frates
g. whitney opened the meeting, and welcomed the Mayor. The Mayor imroduced his
new appointment as chairman of the beverly harbor management authority, j. frates.
The Mayor stated that john is an architect, and he has been in tbe City for a number of
years. He thanked G. Whitney for the good job that he has done. The Mayor also stated
that the waterfront needs to bring in money. He questioned if there is a way to have more
slips. He also stated that everyone is worked very hard. D. Neuman asked the Mayor
for 3 new members. The Mayor stated that we would have them shortly.
g. whitney stated that we operate under roberts rules, but as chairman, he can deviate
until a member objects.
a. burns stated that d. murphy would like to be on the agenda for next month's meeting.
the minutes of the march meeting were discussed.
correspondence: there was information from the recreation department regarding the
millenium quilt. they will be taking orders for notepaper etc. a party would have to order in
thousands, so the authority decided not to order any.
there was a letter from richard burnham. he objected that the bass haven yacht club
had padlocked their gate.
There was a long letter from the kinzies to the Corps. Of Engineers. this was given to
D. neuman.
g. Whitney tried to explain to the new Chairman some of the ongoing things.
Treasurer's report was handed out.
d. neuman stated that t. cassidy was excited about recieving a grant for the footbridge
over the cummings pond. this will need the approval of the school committee and the
conservation commission. on july 24th to the 28th the bridge is scheduled to be built.
d. neuman- at the czm conference it was brought up that they ae trying to revamp
the regulations for the harbor plan. he explained the harbor plan to j. frates.
planning and developing- g. whitney explained that there was a waterfront usage
study done. the city recieved a grant for $45,000.00 for seaport council. the study
is done, now they need to decide what to do. the consultant is to see what can be utilized
such as a restaurant in mcdonald's. the contract is to be completed by june 30, 2000.
It was brought up that the Commercial Fisherman have gone to Representative Cahill and
asked for permission to store their lobster traps under the bridge. He is supportive and
will go after it. The area is required for parking according to Chapter 91 licenses. M.
Handly talked to representative cahill, and can't convince him to drop it. G. Whitney
sent a letter to Representative Cahill.
Facilities - L. Bochynski that the roofs has been completed. G. Whitney stated that
the lobster men were at last months meeting to complain about the lift changes. d.
mcpherson and l. bochynski have spoken with the fishermen, and there are ongoing
discussions. g. whitney aked ab
out the hoist . l. bochynski stated the fishermen
are in favor of the maitnenance. it will not be moved at this time.
The Harbormaste stated that the dinghy racks are at some of the beaches.
bess haven is planning to remove old piles and replace with riprap walls. they need a
chapeter 11 license. The conservation commitee is going down on Saturday morning.
g. whitney spoke of the cummings garage. they still have no chapter 91 license. now
another garage is going up. this also requires antother chapter 91 license.
Bunk Car Wash - walk away, parking spaces, ect. they have built the garage with
different plans and a different location.
P. Allen made a motion to adjour. seconded by a. burns. all in favor.
