MINUTES
May 4, 2000
PRESENT: J. Frates, P. Allen, C. Raymond, J. Murray, A. Burns
GUESTS: D. Murphy, S. Houseman, T. Cassidy, D. McPherson, L. Bochynski
J. Frates opened the meeting and asked if there was any Public lnput. There being none
th meeting proceeded.
D. Murphy introduced D. McQuarrie, from "Washington's Naval Base". He told of a
project to celebrate the 225th birthday of the Schooner "Hannah" on September 2, 2000.
This celebration includes some of the land under BHMA jurisdiction. Friday and
Saturday September 1 and 2, there should be a Hannah Gala. They are trying to get a
Naval Ship to visit. On Saturday they hope to have the opening of the Privateer Trail.
This will be a regional effort. They will gather at the bridge and stop at the Ferryway and
continue to Independence Park, then to Lynch Park. There will be an encampment at
Lynch Park. There will be a concert, and arts & crafts. They will be planning a fireworks
display. This is still in the planning stages, and they are hoping for the Authority's
permission and blessing.
D. Murphy may be asking for signage for the Ferryway. J. McQuarrie stated that this is a
once in a lifetime opportunity.
J. Frates thanked them for the presentation.
S. Houseman came to the meeting to explain the bulkhead replacement at Bass Haven.
He showed pictures of the deteriorated wooden bulkhead.They will be replacing this
with a stone rip-rap. He explained that about 4 years ago the Yacht Club purchased the
land. It is a working man's club with a small budget, and no bar. They have no paid
employees. The club is run by volunteers.
There is 300' of bulkhead that has been there since the turn of the Century. There was a
Chapter 91 License in 1903. Now this bulkhead has seen better days. S. Houseman
stated that they have an order of coudifioas from the Conservation Commission, and DEP
will issue an amended license.
Murray asked if the wood will be removed. S. Houseman says "yes".
T. Cassidy asked when it will start and how long will it take. S. Houseman stated he
doesn't know exactly when they will start. They will be applying soon, and hope to
complete by mid summer.
S. Houseman stated that they might move the public Walkway so that it is nearer to the
water, but there will be no money a paved walkway. The Commodore of the Club is
J. Carson.
S. Houseman was thanked by the Chair and the members.

Committee Reports.
Public Access - C. Raymond passed out copies of a letter that he sent out.
T. Cassidy spoke of the walkway around the upper Cummings pond. She is still working
with the School Committee for the location. There will be a meeting next Tuesday at
10:00 a.m. regarding the boarders and the bridge. Hopefully this will be complete by
mid summer. Cummings will pave and light the City gets the permits.
