MINUTES
September 3, 1998

PRESENT: D. Neuman, G. Whitney, J. Bolder, A. Burns, P. Allen, R.
Badessa, V. McGlynn, C. Raymond, J. Crowell
GUESTS: T. Cassidy (City Planning Director), L. Bochynski
(Facilities Manager), D. McPherson (Harbormaster), Bruce
Oveson (Cummings).
G. Whitney called the meeting to order. He stated that B. Oveson
is present to talk about the Cummings Property, and Mayor Scanlon
will be here soon in regards to McDonald's property.
G. Whitney spoke to T. Cassidy regarding the meeting on the Scope.
T. Cassidy stated that the meeting will be held on Monday
September 28, at 7:00 p.m. possibly at the Library. Notices will
be sent to the BHMA and the Coastal access Group.
Public Input - None
A motion to accept the minutes of the August meeting was made by P.
Allen, Seconded by D. Neeuman. All approved.
Correspondence - G. Whitney wrote to R. Armstrong regarding
assistance with Seaport Bond Bill. Have not received a reply yet.
G. Whitney stated that members of the BHMA attended the meeting of
the Conservation Committee on Tuesday evening September 1. Bruce
Oveson gave a presentation of Cummings current plan for the
walkway at their property. This topic will be brought up again at
the next meeting of the Conservation Committee on the 29th.
B. Oveson is here tonight to discuss the Public Access on Cummings
property. He explained that in the past the ponds were fenced in
because of the nature of the facility. About 2 1/2 years ago the
fences started coming down. He explained that Cummings would like
to put in a walkway on the east side. The BHMA was alerted to the
lower pond because of the Chapter 91. This lower pond is tidal.
The upper pond is fresh water. There are three picnic areas and
some benches already in place. He explained that the West side is
the McKay Street sidewalk.
D. Neuman stated that he would like to see a 10' walkway all around
both pond and across the dam. He thinks that the topography would
support this. The Mayor stated that he thought the topography was
difficult in some areas. B. Oveson stated that the fence is In
place for safety reasons. If the city will put in guard rails
Cummings will take down the fence.
D. Neuman asked if the City wants to see a walkway? He would like
to have some input from the BHMA members.
D. Neuman asked if the city gave permission, would Cummings do the
work for that part of a possible path that crosses City property.
B. Oveson did not commit either way but asked for more definitive
information from the City.
T. Cassidy spoke of the surface material. It would be better if it
was something other than paved.
G. Whitney stated that the BHMA should talk amongst themselves and
come to the Conservation Committee meeting.
G. Whitney thanked B. Oveson for this presentation.
Mayor Scanlon stated that there was an article in the Boston Globe
a couple of weeks ago, regarding McDonald's. Some inquiries for
lease of the property have been received which were of sufficient
interest to encourage the City to issue an RFP as soon as soon as
practicable.
With respect to advertising the property, D. Neuman stated that he
spoke with K. Stotts. Stotts is meeting with his partner this
week. In a couple of weeks we should have something. D. Neuman
will speak with him again.
T. Cassidy will work on an RFP with C. Bradley and the BHMA.
G. Whitney asked the Planning Committee to discuss long-term plans
for the property. The white building needs repairs. Should we
remove it? The Mayor asked them to please note that there has been
discussion between the city and Ventron. We need to keep this in
mind. There may be an opportunity. The Mayor encourages the BHMA
to discuss how this could be used.
G. Whitney talked to Mass Highway. They will transfer the Creamery
Property to us.
R. Badessa passed out a treasurer's report for the month of July.
Harbormaster's Report - He brought one copy of rules and
regulations for the Marina. They asked if copies could be sent out
to all members.
Facilities Committee - P. Allen - No Report. S. Whitney spoke of
improving the layout of the Marina. C. Raymond spoke with D.
McPherson, and L. Bochynski about moving the Chain Fall. L.
Bochynski determined that there were problems with the electrical.
There is significant work to be done. G. Whitney told L.
Bochynski to go ahead and get work done.
Public Access - C. Raymond and D. Neuman walked the Pond at
Cummings property and attended the Conservation Committee meeting.
The Public Way sign has been replaced at Tuck Point. Signs are
placed at Bass Haven. He is making progress on signs.
G. Whitney stated that he talked to T. McGuire of DEP regarding the
License for Cummings and also discussed the status of Stop & Shop
meeting all the conditions of its license. He advised about things
that have not yet been done. DEP is discussing with Stop & Shop
consultants.
D. Neuman asked about Recovering the BHMA sign that had been at
Washington Street Beach. A. Burns will follow up.
Licenses and Permits - D. Neuman met with T. Cassidy that prompted
the meeting with the Conservation Committee and reviewed the Bunk
Application and the proposed McDonald's on the Stop & Shop property
with her.
G. Whitney stated that DEP will be calling a meeting regarding the
Bunk property. DEP has also concluded that Moynihan Lumber will
clean up the water line and there may be a public walkway.
Planning and Development - J. Crowell - Committee has put together
a list of desired uses for the City waterfront property by the
Beverly-Salem Bridge, and will move forward to hire a consultant to
achieve a well defined executable plan.
G. Whitney is pursuing obtaining funds from R. Armstrong for this
activity but the Authority will move forward on its own if
necessary.
A. Burns asked if the white building is demolished, and the Glover
building is for the Harbormaster, and McDonald's rented, where is
there space for the Washington's Naval Base.
J. Crowell answered that we need to look at all possibilities.
R. Badessa spoke of his and D. Neuman's visit with the Harbormaster
of Scituate. Scituate is similar to Beverly. They have done a
tremendous job. A lot of ideas can fit into J. Crowell's plan.
G. Whitney asked V. McGlynn about the 10A sheet fees - did it pass
the Council yet. V. McGlynn will check on it.
G. Whitney and the committee of R. Badessa, D. Neuman, and himself
reviewed the need for a revised manager policy with more effective
procedures.
Other Business - J. Bolden asked about the letter to the BHMA from
a non-resident. G. Whitney read the content of the letter. The
Mayor stated that he answered this letter.
P. Allen made a motion to adjourn. Seconded by D. Neuman. All in
favor.
