MINUTES
July 1, 1998
Beverly City Hall
PRESENT: G. Whitney, V. McGlynn, J. Bolden, C. Raymond, R.
Badessa, D. Neuman
GUESTS: L. Bochynski, Interested Citizens
G. Whitney told of the meeting for the Harbor Management Plan Scope
being postponed because of flooding at the Library. This meeting
is to be rescheduled.
A Motion to accept the minutes of 6/4 was made by D. Neuman.
Seconded by C. Raymond. All in favor.
A Motion to accept the Minutes of 6/10 was made by J. Bolden.
Seconded by V. McGlynn. All in favor.
A Motion to accept the Minutes of 6/17 was made by D. Neuman.
Seconded by D. Neuman. All in favor.
L. Bochynski spoke of the fences. Both contractors are trying to
have the fences in place by Friday, weather permitting. The gates
may not be ready, but they will be in place a week later.
G. Whitney told that all parking will be eliminated in the pier
area. Marina parking will be near the McDonald's building, on the
side towards Beverly Port Marina. It will be sticker parking only.
G. Whitney spoke of the Planning Group for the Harbor Management
Scope. Mayor Scanlon agreed that it will be the BHMA with
Harbormaster, and T. Cassidy. G. Whitney also said that T. Cassidy
has made the suggestion that we include the Harbor Plan into the
City Master Plan.
V. McGlynn says that the Mayor would like it to be included.
Everyone agrees that it makes sense.
Facilities Manager - the Mayor has not responded. G. Whitney asked
if anyone had any thoughts on this. G. Whitney, D. Neuman, and R.
Badessa will work together to revise the draft.
McDonald's Building. K. Stotts came in to the last meeting and it
was voted to spend up to $2000.00 on the marketing brochure. D.
Neuman was asked if he has heard anything more. D. Neuman
responded "no", but he will follow up.
G. Whitney spoke of the Bridge Mitigation. He has spoken with the
State, but now he is waiting for the State to turn the Creamery
Property over to the City following approval of Mass Highway.
Seaport Council - D. McPherson and G. Whitney have not been able to
meet with Mr. Armstrong, although Mr. Armstrong is enthusiastic.
Marina Licenses and Permits - D. Neuman stated that S. Arsenault
requested a permit to repair wall. It should be O.K. No response
planned.
Marina License Update - G. Whitney asked Representative Cahill to
follow up on Marina Licenses that have been sitting for years.
G. Whitney asked for BHMA to review the effectiveness and concept
of the Committees. C. Raymond thinks Committees are good. We need
to motivate everyone to do their job.
C. Raymond suggested that maybe Committees Reports could be moved
up on the agenda. Sometimes we never get to them.
There was much discussion regarding Committees.
J. Bolden asked if G. Whitney could have a meeting with the
Chairmen of the Committees and explain that every committee needs
to work on their issues.
G. Whitney would like to combine Public Access and Licensing and
Permits.
C. Raymond would like to keep these committees separate and meet
together sometimes.
V. McGlynn asked if G. Whitney would assign 2 people to each job,
when he needs it.
G. Whitney will talk to some Chairmen to see what their intent is.
C. Raymond sent a letter to Bass Haven regarding signs. He took
pictures of boats on Public Walkway near the Harbor. Next day the
boats were gone, so he sent no letter. He will talk to Port Marina
regarding the fence between Port Marina and McDonald's, and also
more signage.
V. McGlynn left at 8:10 - no quorum - no votes.
R. Badessa asked if any items can be assigned to Committee, make
note what committee. If they don't know, have them come back and
say so.
G. Whitney will draft a memo to assign actions to committees.
J. Bolden would like Minutes sooner.
D. Neuman asked R. Badessa to track the Waterways Improvement Fund.
G. Whitney asked if there was other Old Business.
C. Raymond spoke about fishermen docking at the Marina. Floats
were added during construction and J. Velardi's boat is a 40'.
Nothing has been done. He walked the floats with L. Bochynski. He
asked if the Davit could be moved to the original position. Put
small boat where Lady Esther is and move J. Velardi's boat on the
other side.. This would alleviate the problem. C. Raymond will
work with L. Bochynski on this matter.
Committee reports - C. Raymond passed out a copy of his letter to
Commodore Muise at the Bass Haven. A. Burns and C. Raymond walked
the Stop & Shop and Bass Haven Route.
D. Neuman observed the delineated walkway across the Bass Haven is
poorly marked and also bathroom facilities have a sign that says
"PRIVATE".
Tuck Point sign is public walkway sign is gone. The Stake is still
there. C. Raymond or A. Burns will contact J. Conley to see if he
has any more signs which can be utilized.
Facilities - D. Neuman drafted a letter to the renters at Glover
regarding the fence and parking. G. Whitney will send it out.
Planning and Development - G. Whitney says that they should be
working on the design of the brown building, and the layout of the
entire waterfront area.
Other Business - Beverly Homecoming - Ad Book - in favor of
placing ad, change wording.
J. Bolden asked if the BHMA is invited to another meeting how
should it be addressed? G. Whitney answered to address it to the
Chairman and he will let the members know.
Mrs. Gagne asked some questions that will have to be addressed to
the Harbormaster.
Next meeting will be the first Thursday in August.
