MINUTES
December 3, 1998

Present: G. Whitney, R. Badessa, J. Bolden, D. Neuman, C. Raymond,
A. Burns, V. McGiynn

G. Whitney called the meeting to order. As there were two members
who arrived late there is no quorum at the beginning of the
meeting.
No Public Input.
Minutes - No comments.
G. Whitney explained that he made a copy of the Scope disc from
Appledore, made changes to the copy, reflecting previous BHMA
comments, and gave both the original and the revised copy to T.
Cassidy.
Correspondence - Harbormaster Dept. is putting in for a grant for
Dinghy Racks. G. Whitney sent a letter of BHMA support. An
article in the Citizen stated that it was the BHMA. That is wrong,
it is the Harbormaster Department, with support of the BHMA. The
Harbormaster stated that he wished to thank Erik Abrahamson for his
work in putting together the grant material.
Received a letter from DEP - G. Whitney is attempting to get all
slips at the Marinas licensed. This letter was to G. Whitney, the
Kinzees, and S. Jaber re: licensing. The license of S. Jaber (who
is running the Thibodeau property) is not valid. He was directed
to submit application to DEP. The letter states that if the City
wants a walkway across the Kinzee's property, they must talk to the
Kinzees. The licensing col~ittee will meet. to try to resolve this.
A tentative date for this meeting is Thursday, December 17th at
7:30 p.m. at the Library.
G. Whitney advised Mayor Scanlon that he will no longer personally
participate in any City actions to obtain Marina Licenses and
permits.
The Harbormaster received a FAX from Brian Valiton at USACE. He is
evaluating the Marina permits and licenses.
R. Badessa handed out a Treasurer's Report.
G. Whitney spoke of the visit by D. McPherson, D. Neuman, and
himself to the Seaport Council advisors requesting money for a
harborfront design plan. They will recommend to the Council that.
$30K be granted.
L Bochynski stated that the electricity improvements to the
Commercial Marina is still deferred till spring. There are new
signs at the entrance to Glover Wharf.
A. Burns made a motion that L. Bochynski make the decision on when
to get rid of the Porta Potty. R. Badessa seconded. All in favor.
The Harbormaster stated that the wind has taken off more of the
shing!es of the white building. Referred to Facilities Committee
to decide what to do.
C. Raymond stated that one finger float was moved and 1 boat moved
to make maneuvering a little blt easier.
Public Access - C. Raymond went to Bass Haven. He happened to meet
the Commodore, who gave him a tour. The Commodore explained that a
car had driven into their parking lot, so C. Raymond told him that
he wrould try to get a sign that says Public Walkway.
C. Raymond called G. Mecca on Lothrop Street to ask where the sign
is that belongs to the BHMA. She stated that she has no idea.
Licensing & permits - D. Neuman stated that this is in a hold mode
waiting for Cummings and DEP to resolve walkway issue. There are
no others at this time.
Planning and Development - T. Cassidy is not quite ready with an
RFP for the Waterfront Rental. She will get back to us soon. D.
Neuman spoke to K. Stotts about the "Flyer". It should be ready
soon.
J. Bolden spoke of the Ward II meeting at which the Mayor stated
that the City is interested in the Ventron property, but he doesn't
think that the City can afford for it to be a park or a Public
Launching Ramp. He provided no answer as to what it will be.
G. Whitney spoke of the Seaport Council Port Professionals meeting
again. He said that Salem and Gloucester spoke of all that they
are doing. CZM spoke of Beverly's Harbor Plan being incorporated
into the City Master Plan. They thought it is a good concept.
Salem has stated in their Harbor Plan that they would dredge. The
Seaport Council would like to see all the northshore towns get
together and work collectively on this. D. Neuman attended the
Salem Harbor Plan meeting last night.
10A sheet fees ordinance. Nothing new. V. McGlynn wlll advise.
C. Raymond will send a letter to Port Marina re: blocking walkway
with boats and motors.
A Burns made a motion to adjourn to upstairs. R. Badessa seconded.
