MINUTES
June 10, 1998
Beverly City Hall
PRESENT: G. Whitney, D. Neuman, V. McGlynn, J. Bolden, A. Burns
GUESTS: L. Bochynski, G. Rossi
G. Whitney called the meeting to order. There is not a quorum, so
no votes will be taken.
D. Neuman asked if we have an operative Facilities Committee. It
was concluded we do not. G. Whitney stated that we need to attempt
to get a lot of work done in committee and bring it in to the full
Authority.
G. Whitney has been working with J. Dunn on the budget. In the
budget we have $140,000 more expenses that we have income.
A. Burns asked if the Facilities Committee is needed. L. Bochynski
is doing what needs to be done.
Marina Fence status - L. Bochynski says the chain link is ready to
go to contract. Mr. Bradley needs a line item # for funding. It
is now in the hands of the Purchasing Department.
There is a Notice of Intent for the wooden fence. It is
proceeding.
D. Neuman thinks that the chain link fence should be different from
what is proposed. This will be discussed again before funding is
provided.
Harbor Management Plan Scope - There will be a meeting next
Wednesday evening at the Library. G. Whitney sent a memo to the
Mayor asking "who was on the committee for this, and who appointed
them.."
It was stated that in the latest Scope there is a list.
G. Whitney spoke of McDonald's - Short term lease is dead. J.
Murray has a meeting with K. Stotts to work out a marketing plan.
They will meet on Friday morning.
G. Whitney spoke of the impact of the Hannah. There seem to be
many differences in what the Hannah is and what we think it is.
A. Burns will try to have someone from Washington's Naval Base come
to our meeting to see what they are planning.
D. Neuman asked G. Whitney to talk to the Mayor and ask if it is to
be a money producing venture or a Museum for the Hannah.
Mitigation Items - Creamery Property. Right now the Mayor is
trying to get an access road behind the Big Buck and make the
Creamery property public parking.
D. Neuman asked about the status of another finger in the Marina.
G. Whitney would like to go to the Seaport Bond Bill and try to get
money to fund it.
J. Bolden asked about parking under the bridge. G. Whitney has
asked the City Solicitor to get an easement for this area.
Some members will attend the next seaport Council meetlng.
Marina Licenses and permits. G. Whitney stated that D. McPherson
got a copy of a letter from USACE to the Kinzie's citing
violations at their property.
G. Whitney stated that he needs committee Policy Statements. He
needs input on how to organize.
G. Whitney stated that the Budget was approved at the last meeting,
and he took it to City Hall. Kate gave him a copy of how she puts
this into the computer.
G. Whitney attended the meeting on the Public Parking Garage on the
Cummings property. It was a positive meeting. The concept is the
garage will be next to McKay Street. We are interested in this as
this is on filled tidelands. There will be Public Access with a
walkway around the pond. It will start at Eliiott Street and there
will be other access points along McKay Street. The North end is
owned by the City. Cummings will continue across City property if
the City will allow. G. Whitney will ask for an appropriate marker
at the end that was the original public landing.
G. Whitney stated that he sent a letter to the City Council asking
for them to let him know when anything is going on that the Harbor
Authority wouId be interested in. To date little response. He
just happened to be at the meeting for the Cummings garage.
J. Bolden asked if anything was done about T. Sauvageau's request
about moving the slips further apart. She was answered that this
is a big Job. She also asked about the piqeons. L. Bochynski
stated that he brought different things to the last meeting.
A. Burns asked about beautifying the park. Has anything been done
yet. She was answered "no."
J. Bolden stated that Morton Thiokol is for sale.
Old Buszness - C. Raymond is going to see about appropriate signage
at the Stop & Shop.
Licenses & Permits - The only one was Cummings
Facilities Committee - Noticing
Life after fence. Hope that in 5 or 6 weeks all fences will be up.
