Opening Remarks:
Martin Lawler: Motion to approve the minutes of September 10, 2019, Arthur
Athanas, seconded. The motion carries (4 -0).
Financial Update Report:
Invoices noted were Allstate Fire Equipment for inspections (total $1,283), a small Weaver glass
($188), and larger items by Dodge Tree ($6,400) and Northeast Nursery ($3,262). Recent
invoices are for the vent ($8,584) and from Iron Tree ($1,400). What has not hit is the work that
had to be done with the roof requiring a crane; estimate is $I OK.
BG 7 T Site Projects / Status / Discussion & Updates:
CPC Round 5 Status — OPM /Architect RFP Update:
Bill Lowed advised there was a four -month delay in getting the OPM to meet which just
occurred at the time of this meeting (today). There were five bidders; the mayor sent a letter to
the selectee, Tom Ellis with CBRE Heery (they have done work with the city previously
including the high school). Mike Collins, Rob Dever, David Gellineau and Bill Lowed met with
him. There was a discussion period on what is being done at the BG &T, followed by a tour. He
will be putting together the Architect RFP; asked for facility info of Mike Collins. He will be
given drawings and any information he asks for. We are looking for some good planning on what
can be done with the space. It needs to be put together soon because the CPC date is November
24, and we will need to tell them we have the OPM working on the Architect RFP; funding will
need to be extended. The package will go to Dave Gellineau for the CPC meeting in November,
and we should have some idea of the schedule by then.
Tom Ellis said the real objective is to preserve the building. Rob Dever said this was a forward
meeting. We don't have the money to do the construction, but he may be able to help with getting
the work phased as part of his evaluation. Also discussed was capturing the parking lots and the
pro shop as part of the project. The Mungeam report has a lot for him to look at. Dave Gellineau
said the Architect will know how to work the building as a function hall.
RFP for Management Contract Status:
The RFP for the Management Contract was sent out. Proposals are due October 30. There was a
tour with a bidder yesterday (GFMI is the only one who has submitted to date). An evaluation
group has been established by the mayor. It is possible that are proposals can be reviewed in one
day, the process can go very fast.
Golf Course Review- Sub - Committee and XGD Systems:
Andy sent a note; not sure if he is back yet from his trip. The work on green #3 will be done
while XGD is already here in the area (currently doing work in Salem and Myopia), and they can
do a day job. This will be $10K or under ($8,750 work plus $1,750 for the dirt).
Clubhouse /Veranda:
Bill Lowd advised the veranda has been done by the vendor. The vendor is unable to fix the
water problem coming from the roof. Suggested perhaps we look at an awning. The vendor did
send a picture showing the section of the roof that has not been done. There are also some
railings in bad shape that are coming up. There are also some bushes that need trimming.
Golf Updates — GFMI:
Chris Carter said the rounds report shows a good month for September. We were up over the
previous year, as we had great weather and a lot of good playable days. This is good as we had a
bad spring. The course is in great shape and members are happy.
The annual revenue report shows some added revenue in August. We are hoping to push revenue
green fees higher to the end of the year, and end at $600K. Functions will be up by the end of
the year too with events and holiday parties.
Winterization work has begun, schedule is set for irrigation, we'll restore any damaged turfs.
Martin Lawler was inquiring on anything that could be done to keep the grasses down in the
creeks at holes 13 and 14. Rob Dever said he would like to present the whole problem as an
environmental issue. If nothing is done, the grasses will continue to grow and eventually will
impede the golf course. Chris Carter is to give Dave Gellineau a name of an engineering
company to further discuss. Bill Lowd stated that we paid White Engineering for the design of
work to be done for the tennis courts. He said we don't know how much it would cost to do the
design of work for the grasses, but we should look at it.
