Doane June 8, 2004 Eileen R. Duff Minutes of Monthly Meeting Gary Lambert Martin J. Lawler, III May 13, 2004 Elliott C. Margolis Ida Beaver, Recording Secretary Present: John Kenney, Chairman; Michael Pierce, Vice Chairman; Martin Lawler; Gary Lambert; Marianne Doane; Eileen Duff; and Elliott Margolis Guests: Kevin Hobin, (City Councilor); Joe Devito (President of the Men’s Association); Steve Follensbee (Attorney for Johnson Golf Management); Doug Johnson (Johnson Golf Management); and Louis Bennett. Call to Order: Mr. Kenney called the meeting to order at 7:15 pm and welcomed the guests. Elliott Margolis made a motion to accept the minutes of the previous and Marianne Doane seconded the motion that was unanimously approved. Facilities: The Monthly Income and Expense Reports for April were handed out. Mr.Lawler stated that there is an approximate balance of $20,000 for May and June. He suggested that if there was any money left over it should be spent instead of going into the reserve fund. Mr. Kenney said that the Commission should approve any spending tonight or at the June meeting. Mr. Lawler also attached the report on the last status of the Veranda project. Mr. Kenney said that he met with the Mayor and John Dunn, the City Finance Director to discuss the five-year proposed budget. He said that over time the amount spent on repairs would go down because there would be some remodeling and the debt service would go up to pay for the remodeling over twenty years. The Mayor told him that he liked the concept, and he felt that to continue to allow the building to go without maintenance doesn’t make any sense for a City asset to continue to deteriorate, but the City budget is going to be very difficult to balance this year and didn’t know if he would be able to let the Commission have the $241,000 out of the $678,000 that would be generated from the Golf Club income. Mr. Kenney said that John Dunn hadn’t received an answer from the Public Works department regarding the status of the Pool demolition, and he will contact him. A motion to accept the Monthly Income and Expense reports was made by Marianne Doane. Mike Pierce seconded the motion, and it was unanimously approved. th Because of safety issues it was agreed that the tee box on the 15 hole should be moved forward and the tee markers moved more toward the left side, to force golfers to aim to the right and minimize the possibility of golf shots going to the left. Johnson Golf agreed to investigate the costs associated with changing the tee box. Beverly Golf & Tennis Commission Minutes of May 2004 Meeting Page 2 of 3 Policy and Grievance: Mr. Kenney passed out copies of the Beverly Golf & Tennis policies and grievances procedures. Elliott Margolis and Gary Lambert of the Policy and Grievance Subcommittee were asked to get together and take one policy at a time and modify and update them, especially the wait list policy. Old Business: Marty Lawler asked for a clarification from Mr. Follansbee as to when the City’s responsibility for paying for repairs on the old equipment stops. Mr. Follansbee told him that the exact date would be December 31, 2004. New Business: Lou Bennett had a question on the 9-hole cart fee for a single person. He was told that it was $15 when in fact it should be $10. Mr. Johnson said that he would straighten this out. Mr. Kenney handed out copies of the City Council’s Rules and Regulations to use as a guide in developing the Golf Commission’s Rules and Regulations. He asked everyone to take a look at it, and at the next meeting we can talk about how we can put together our own rules and regulations. A copy of a memo to Maureen Troubetaris from Roy Gelineau was passed out regarding the status of Marianne Doane wherein it is stated that Marianne Doane is properly a member of the Beverly Golf & Tennis Commission. A copy of a memo to John Kenney from Roy Gelineau was passed out stating that he advises members of the Commission who are also permit holders that they cannot vote on permit holder fees as such a vote would be a conflict of interest. The 2004 permit holder breakdown will be given to Mike Pierce to review to determine the final payment for excess fees that Johnson Golf will pay to the City for 2004. at 6:00 It was announced that a tour of the golf course will be conducted pm on Wednesday, June 9, 2004 prior to next month’s meeting. All are invited to attend and it will be posted with the City Clerk. Gary Lambert said that Bruce Doig asked about the decision not to offer golf lessons this year because the person who ran it in the past is not here. Doug Johnson said that he would call Bruce Doig and arrange for the golf lessons to be offered this year. Mr. Johnson talked about the clubhouse Mother’s Day Brunch. He said that 65 people attended. He said that the plates, place settings, wine glasses, martini glasses, silverware and linens need to be replaced. He said that it would cost about $2,000. Marty Lawler asked for a breakdown of the cost. Elliott Margolis made a motion to authorize Marty to approve up to $2,000. Eileen Duff seconded the motion that passed with all in favor. Elliott also asked Mr. Johnson to get a price to him for next month for a new stove.
